EECA FUNDING CRITERIA – Warm Up New Zealand: Heat Smart Programme
From 1 July 2009 a new insulation and energy efficiency heating programme is available to all New Zealanders to make their homes warmer, drier and more energy efficient.
Funding is available for the installation of approved insulation and clean heating products (such as, heat pumps, pellet fires and gas fires). Homes will need to be individually assessed and clean heating products are only available where homes are sufficiently insulated (homes need to meet EECA insulation criteria).
We can offer the following EECA funding options:
For all pre 2000 homes (including rental properties)
· A maximum grant of 1/3 off the cost of insulation and other measures up to $1300.00 (inclusive of GST) per dwelling and
· A grant of $500.00 (inclusive of GST) off the cost of a clean heating appliance
EECA criteria:
· Limited to dwellings built prior to January 2000. Dwellings that have received insulation retrofits or heating upgrades funded by EECA through other programmes (i.e. EnergywiseTM Home Grants or Clean Heat programmes) cannot receive EnergywiseTM funding (and vice versa) for the same measure
· There is no income restriction
· Funding is available to homeowners and private residential landlords - (holiday homes are excluded)
· Ceiling and underfloor insulation is compulsory – note: where there is currently foil installed under the floor no additional underfloor insulation is required by EECA (although new underfloor insulation is recommended)
· Clean heating retrofits are only available for dwellings that are already sufficiently insulated in the ceiling and under the floor (see below for details of criteria).
· The clean heating grant can be delivered at a separate time to the insulation retrofit.
· Inaccessible ceilings (i.e. skillion type ceiling) and floor spaces are not required to be insulated. Homes with concrete floors are exempt from the underfloor criteria and can still get grants for ceiling insulation and clean heating.
Funded measures:
· Ceiling and underfloor insulation
· Clean heat appliances (Energy Star Heat pumps, modern wood and wood pellet burners and flued gas space heating)
· Hot water cylinder wraps and pipe insulation
· Draught stopping
· Vapour barriers
Insulation criteria:
Ceiling and underfloor insulation is compulsory and must be installed to EECA criteria in order to be eligible for funding. This does not apply if the home owner already has insulation to EECA requirements.
Concrete floors and inaccessible floors and ceilings do not need to be insulated.
Ceiling insulation
· Existing insulation of at least 120 mm is required to meet the standard.
· Homes which have no or less than 75 mm of existing insulation will need to be fully upgraded to the insulation standard.
· Homes that have existing insulation of between 75 mm and 120 mm will need a partial upgrade of their insulation to meet the standard.
Underfloor insulation
· EECA require a product with an R value of 1.4 for underfloor insulation.
· Where there is currently foil installed under the floor no additional underfloor insulation is required by EECA (although new underfloor insulation is recommended). EECA does not fund foil for retrofits as it does not meet quality standards.
The cost of insulating or upgrading insulation will vary; the specialists at Salmac Insulation will be able to give further advice on this.
